Global stats are abstracted generalizations of the nation's well being. Actions from players can affect these stats, for example if a player in the Department of the Interior chooses to allow limited mining within national monuments, 'Global Stability' will increase while 'The Environment' will decrease.
These stats do not directly affect the player. However, they can affect a player's polls. The incumbent party, if a certain global stat is low, may receive penalties on their polling while the opposition party will be boosted on the same group. This also works inversely, where a high global stat will boost the incumbent party's polling while penalizing the opposition party's polling. These changes occur when a new day begins, and may affect the outcome of elections.
